D is for Develop

In the Develop stage of ADDIE you create the various materials to support instruction. When you are designing instruction, you focus on identifying and describing the instructional materials, but you don’t actually develop the materials. 

At this point, you have defined your delivery strategy and outlined the order in which your course will progress. Now you need to think about the specific media and materials you will need to support the course. The delivery mode is perhaps the largest influencer on what materials are required. For example, if you are creating instructor-led training, you likely don’t need more than instructor presentation materials, student workbooks, assessments, and an instructor guide. If you are creating a self-paced eLearning module, then you are more likely to need video clips and animations, graphics, assessments, voice overs etc.
